Players will be distributed randomly as evenly distributed as possible across each playing instance.
When a player qualifies for a subsequent round of play, they will be issued a sticker to place on their GENCON badge.
All districts will have a five minute shot clock to elect a player to the Capitol. Districts unable to reach a majority of votes for a representative will have no representation at the Capitol that round.
In some cases, games will advance faster than the shot clock. This is okay and builds in extra time for later turns.
In the unlikely event that no Districts are able to elect representatives, referees will thoroughly shuffle the policy deck and reveal the the top card.
Each player will have the opportunity to play one or two preliminary games. If a player wins at least one of the two preliminary games, then they will qualify for the quarterfinal round. (Players that show up late may enter the second preliminary game. Players that win the first preliminary game and wish to take a break may return for the elimination rounds.)
The number of players available will determine the number of instances for each preliminary game, where
06-20 players remaining will play at one instance of Mischief of Faction,
21-40 players remaining will play at two instances of Mischief of Faction, and
41+ players remaining will play at three instances of Mischief of Faction.
During the elimination rounds, players must win to advance to the next session. Play continues until 5 or fewer players remain.
If 6-25 players remain, then we will play one instance of Mischief of Faction.
If 26-50 players remain, then we will play two instances of Mischief of Faction.
Play continues until there are 5 or fewer players. All remaining players will be declared champion.
In the unlikely event all players are eliminated, then immediately start another instance.
